My vote for best phosphate test kit is the Hanna High Range Phosphate Colorimeter. It's the HC H1717.
It measures 0 - 30 ppm with an accuracy of +- 1 ppm. The resolution is .1 ppm so just fine for what we need.
I like it because it removes my eyeballs and my shaky hands from the equation. I can follow the same procedure every time and get a reasonably accurate result, in digital form. This really helped me to track my ADA AquaSoil's PO4 sink ability and diagnose why I was getting algae.
While it is relatively expensive at $63.95 currently, you get what you pay for, IMO. It does go on sale at different places from time to time. I bought mine during the Black Friday sales.
Hanna is a testing company that really supports their products with science. They are also relatively quick to address issues as they recently did with their saltwater magnesium tester.
I highly recommend it.
