I have used spray bars for many years. I have two of them just under the water line aimed up at about 45* to the surface. This creates constant surface agitation/rippling which generates good oxygen levels.
It also creates a good flow pattern. My flow ripples across the surface, down the front glass, then across the substrate to the back of the tank. Most all of my detritus ends up along the back glass and is easy to vacuum out, and the substrate remains nice and clean.
