My local gas shop assumes you want a swap out, but if you ask to leave it there and pick it up later instead, they will refill it and give it back to you. The guys always comment on how shiny and nice looking my tanks are lol 😅

They're a local supplier rather than something like an Airgas franchise, might be a difference 🤔

Same. We have one local place in Kansas City that does refills. Don't think they will ever stop because they get business from all the KC area homebrewers as well. Only issue for me is that it's on the opposite side of the Metro I typically hold off to get multiple tanks filled at a time and keep one 20 tank with dip tube that I can use myself to fill paintball canisters.
 
If you are in the US, I had great luck purchasing from Gas Cylinder Source. They sell refurbished and certified steel CO2 cylinders. I bought a 7lb cylinder that is a very tall and skinny shape (make sure to strap it to the stand/wall to prevent tipovers) and easy to hide alongside my tank stand for only ~$40 plus $20 shipping.

I highly recommend steel cylinders as they are cheaper and the weight difference is marginal for small (10lb or less) cylinders compared to the aluminum ones sold for high end aquarium stuff. My local welding store refills them for me and does not require a swap (they are very confused about my 7 lb cylinder as it is not a standard size they use but they fill it since it is certified and stamped).
